Windsurf links now route to Devin Desktop documentation; confirm the product and version shown in your account. A documentation redirect does not prove that every existing customer has the same interface or plan.

Compare bills without mixing units

Windsurf’s usage documentation separates self-serve allowances, newer enterprise ACUs and legacy enterprise credits. Start from your plan’s meter and invoice. For Cursor, check the current pricing page and your account’s included usage and additional-spend settings.

For either product, record the subscription fee, included allowance and additional charges separately. An advertised model name does not establish unlimited access. Trials and legacy prices are not universal offers.

Use a fixed task set, include failed attempts, and record time spent reviewing and repairing output. A lower subscription price can still produce a higher cost for the work you accept. This page reports no measured savings or cost-adjusted ranking.

Compare privacy settings and contracts

Windsurf accounts require the contract-specific checks in our terms hub, including older Exafunction licenses and enterprise order forms.

Cursor’s Data Use overview, updated September 3, 2026, ties no-training treatment to Privacy Mode and describes provider ZDR arrangements. It also identifies abuse-investigation exceptions and separately designated non-ZDR models. Turning Privacy Mode off changes the treatment. Bringing your own API key still routes requests through Cursor’s backend.

Neither a privacy toggle nor an ownership story is a complete security assessment. Verify the data path, required region, retention exceptions, integrations and agreement for the workload you intend to use.

A practical selection test

  1. Pick a nonsensitive repository and define one repair, one refactor and one test-writing task.
  2. Use the same acceptance criteria and starting revision in both products.
  3. Record model, settings, usage, failed attempts and reviewer time.
  4. Reject changes that fail tests or require unacceptable permissions, even if the first response was fast.
  5. Choose only after checking whether the accepted work fits your budget and data requirements.
